Big projects are always subject to dynamic processes. Planning, concepts, engineering, strategy and financing have to be adapted from time to time to the current knowledge. It’s also important to compensate backlashes as e.g. change of suppliers and delay in delivery of extern service providers. Experience shows that the last 20 % of a project are more vulnerable to such delays if the different development parts in hardware, software and the necessary infrastructure are formed to a complete system.
